Jammu, Jan 29(KNO): The Anti-Corruption Bureau (ACB) Jammu has registered a case against R.K. Razdan, former Managing Director of SICOP Jammu (now retired), Kunal Choudhary, currently Deputy General Manager of SICOP, and others over allegations of illegal appointment, regularisation, and promotion. According to a statement issued to the news agency—Kashmir News Observer (KNO), the case, FIR No. 01/2026, was registered under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, 2006, and Section 120-B of the RPC, at P/S ACB Jammu. "Preliminary verification revealed that Razdan, during his tenure as MD, allegedly engaged Choudhary as a Technical Assistant on a temporary basis for six months without issuing an advertisement or inviting applications from eligible candidates," it said. The appointment, it said, was reportedly made at Razdan’s discretion. "Further findings indicated that Choudhary was regularised after six months without fulfilling eligibility criteria or obtaining government sanction for regularisation," it added. He was subsequently promoted to the post of Manager without following proper procedure, including advertisement or consideration of seniority of other eligible candidates. ACB officials said that Razdan, in alleged criminal conspiracy with others, including Choudhary, abused his official position to confer undue benefits in terms of salary, allowances, and seniority. Investigation into the matter is ongoing, the ACB said—(KNO)
